Understanding Your Role

As A Parent in Special Education

As a parent of a child receiving special education services, you play a critical role in shaping your child’s educational experience. In Texas, this process is centered around the Admission, Review, and Dismissal (ARD) committee, where Individualized Education Programs (IEPs) are developed.

This guide outlines what you can expect, your rights, and how to confidently advocate for your child during the ARD process.

Frequently Asked Question

General Questions

What is a SEPAC?

A Special Education Parent Advisory Council (SEPAC) is a parent-led group that represents the voices of families of students receiving special education services. SEPAC provides a place for parents to connect with one another, share resources, and bring forward the experiences and perspectives of families.

SEPACs work in collaboration with school districts by:

Offering feedback and input on programs and services

Sharing parent experiences to highlight strengths and areas for improvement

Building connections between families, educators, and the community

While SEPAC collaborates with Conroe ISD, it remains an independent, parent-driven council. SEPAC does not make policy or represent the district—it serves as an advisory and support network to help strengthen communication, inclusion, and outcomes for students with special education needs.

Is SEPAC a part of Conroe ISD?

SEPAC (Special Education Parent Advisory Council) is an independent, parent-led group that works collaboratively with Conroe ISD. While we work closely with district leadership to share feedback, identify solutions, and improve special education services, SEPAC is not governed by or operated under the district. Our goal is to serve as a bridge — strengthening communication and understanding between families and the district.

Who can join SEPAC?

Membership is open to parents or legal guardians of students currently receiving special education services within Conroe ISD. We also welcome educators, advocates, and community members who want to support our mission — these individuals may attend meetings as non-voting guests or advisors. If your child is receiving services, you have a voice in SEPAC, and we invite you to be part of the conversation.

Why does our district need a SEPAC?

A SEPAC provides a vital bridge between families and the school district, ensuring that the voices of parents of students receiving special education services are heard and valued. By bringing families, educators, and administrators together, SEPAC helps identify challenges, share solutions, and promote collaboration. This partnership strengthens programs, improves communication, and creates a more inclusive learning environment where every student has the opportunity to succeed.
